Should the rules of allocating emissions permits be harmonised?

چکیده
The Kyoto Protocol is the first international environmental agreement that sets legally binding greenhouse gas emissions targets and timetables for Annex I countries. Its Article 17 authorizes emissions trading among Annex B countries. If properly designed, emissions trading can effectively reduce their abatement costs, while assisting Annex I countries in achieving their Kyoto obligations. If Annex B governments elect to allocate the assigned amounts to their individual sub-national legal entities and authorize them to trade on the international emissions permits market, I argue that individual governments should be left free to devise their own ways of allocating emissions permits. © 1999 Elsevier Science B.V. Output-Based Allocations of Emissions Permits: Efficiency and Distributional Effects in a General Equilibrium Setting with Taxes and Trade
The choice of mechanism for allocating tradable emissions permits has important efficiency and distributional effects when tax and trade distortions are considered. We present different rules for allocating carbon allowances within sectors (lump-sum grandfathering, outputbased allocation [OBA], and auctioning) and among sectors (historical emissions and value-added shares). Using a partial equi...

The initial allocation of pollution permits is an important aspect of emissions trading schemes. We generalize the analysis of Böhringer and Lange (2005, Eur Econ Rev 49(8): 2041–2055) to initial allocation mechanisms that are based on inter-firm relative performance comparisons (including grandfathering and auctions, as well as novel mechanisms). We show that using firms’ historical output for...
متن کاملOn Multi-period Allocation of Tradable Emission Permits
Economic analysis of emission permit markets, and particularly of the initial permit allocation, have concentrated largely on static approaches. This is somewhat unsatisfactory as the allocation method in subsequent commitment periods may influence the behaviour of the market participants in the current period. For instance, some advocate a system of “rolling grandfathering”, in which later per...
